Governor’s Task Force on Campus Safety Meeting
February 5, 2007
Meeting Notes

* The meeting was called to order by Gail Minger.  Mrs. Minger introduced several Eastern Kentucky University students in attendance: Lucas Tinsley, Will Whisenant, Josh Kaylor and John Russ.
* Bill Payne opened the meeting for discussion.
* The Task Force will refer to the campus safety model from New York when writing the report for the governor. Mrs. Minger will make sure the Task Force members have the New York document.
* Members from the Fire Marshal’s Office pointed out that there are programs in place that are similar to those in the New York model; however they do not have the authority to hand down fines to the universities. 
* The Task Force members discussed the possible need for extra staff in the Fire Marshall’s Office to cover campus safety issues.
* If the Fire Marshals’ Office has something to report on a university’s campus, the report is sent to the president or the vice president of the university, not to the facilities management personnel.
* The Task Force members discussed issues involving fire safety codes such as the ability to grandfather in codes, change of occupancy issues and retrofit clauses.
* The Task Force members discussed the need for improved training for administrators, resident hall staff, high school seniors and incoming college freshman.
* The members discussed inviting all university presidents to meet with the Task Force since they are responsible for code violations on their campuses.
* Mrs. Minger stated that next week there will be a brainstorming session. She will contact everyone about a specific date and time.
* The next formal meeting will be on March 6 at 2 p.m.
* Mrs. Minger informed the members that every Wednesday at 10 a.m. there is an open invitation to meet with her and Bill Payne.
* The meeting is adjourned.
