Meeting Notes

Members Present: Heather Wainscott (for Teresa Barton), Travis Manley, Joseph Cline, Wayne Hall, John Akers, William Payne, Rick Benningfield, Richard Peddicord, Rodney Raby, Mike Haney, Ed Sergent and Gail Minger

Members Absent: Gary Cox, Eric King and Michael LaCount

Guests Present: Robin Taylor, Bob Hammonds, Dennis Taulbee, Lee Nimocks, Keith Kappes and the student Task Force associates from Eastern Kentucky University

* The meeting was called to order by Gail Minger. She began the meeting by reading an excerpt from "Making a Difference."
* Mrs. Minger discussed the agenda for the meeting. The topics on the agenda were the upcoming statewide forums, establishing subcommittees, the questionnaires submitted by the School of Justice and Public Safety graduate students and the meeting Travis Manley attended with Jeff Linkenbach.
*  The Task Force members discussed the need to have two or three subgroups within the committee to address different areas of concern. The majority of the Task Force members felt as though two subgroups were needed; one dealing with drugs, alcohol and sexual assaults on campus (subgroup one) and one dealing with compliance, fire related issues, hazardous materials and incidence response protocol (subgroup two). The members of subgroup one are: Billy Payne, Joe Cline, John Akers, Teresa Barton, Gary Cox, Ed Sergent and Eric King. The members of subgroup two are Gail Minger, Travis Manley, Wayne Hall, Rick Benningfield, Shane LaCount, Mike Haney and Rodney Raby. Richard Peddicord will assess the air and water issues as well as the vehicle access issues in regards to campus safety and security.
* The Task Force members next discussed the upcoming statewide open forums. Ed Sergent compiled a list of information regarding the forum schedule as well as a guide for the moderators of each event. This information was given to all Task Force members and meeting guests.
* The members discussed who would attend each open forum. Joe Cline, Mike Haney, Bob Hammonds and Gail Minger volunteered to attend the first forum at Big Sandy Community College. Joe Cline volunteered to moderate this forum.
* Ed Sergent, Wayne Hall and Gail Minger volunteered to attend the forum at Northern Kentucky University. Ed Sergent will moderate this forum.
* Wayne Hall, Bill Payne and Gail Minger will attend the forum at the University of Louisville and Wayne Hall will serve as the moderator.
* Jon Akers, Shane LaCount, Travis Manley and Gail Minger stated that they would attend the fourth forum at Eastern Kentucky University. Jon Akers will serve as moderator.
* Gary Cox, Eric King, Bob Hammonds and Gail Minger will attend the forum at Murray State. Gary Cox will serve as moderator.
* The final forum will be held at Western Kentucky University and will be attended by Bill Payne, Rick Benningfield, Bob Hammonds and Gail Minger. Bill Payne will serve as moderator of this forum.
* All Task Force members were encouraged to attend as many forums as possible. The student Task Force associate members from EKU will attend the forums in a supportive role. These students will assist in handing out and collecting questionnaires, attending to the sign-in sheet and helping during the question and answer portion of the forum.
* Lucas Tinsley from EKU discussed the campus safety surveys and the different formats provided. The Task Force members elected to use the shorter survey format. The members did ask, however, that questions be added to include faculty and staff responses on campus safety and security issues.
* Also in regards to the surveys, the Task Force members discussed using Zoomerang, which is a computer-based survey that is used as an information-gathering tool.
* The Task Force members determined that these surveys are not intended to be scientific studies at this time. The surveys will be used as an additional component in which to gather information at the forums regarding campus safety and security.
* Travis Manley reported on a meeting that he attended at the University of Kentucky that addressed alcohol and drug problems. The speaker at the meeting was Jeff Linkenbach, from Montana State. Mr. Linkenbach is an expert in the area of social norms. Mr. Manley suggested that the Task Force invite Mr. Linkenbach to speak at a meeting.
* The next Task Force meeting was set for April 3 at 11 a.m. It was suggested that the meeting be held a different location due to problems with parking at the Capitol Plaza Tower. Mrs. Minger will inform the members of a new meeting location.
* The meeting was adjourned.
